Those are the steps I use to successfully card it, all listed below:

1. Open VPN and Connect to Germany Location
2. Open Google Chrome and Clear History & Cookies and Cache

5. Add 3 Banks from

and add 3 Credit Card from BlackhatCarding or other websites you use to take Credit Cards, Private CC works too
6. Close the PayPal, and write somewhere your PP Email and Password
7. Clear Google Chrome History & Cookies and Cache without Disconnecting from VPN connection in the country created PayPal, at this time Germany.

and Create Account then Add to Cart whatever you want, and continue to checkout, fill with the address where you want the product to be shipped, and pay with PayPal.

Read this information to know more stuff:

* I used Germany PayPal to Card it, but you can use any country PayPal with Credit Cards, or PayPal Credit Balance.
